5. EDUCATION, CULTURE AND BASQUE

 

EDUCATION

        Local institutions should carry out specific programs in the area of education. We believe that municipal and provincial governments should transmit specific, respectful forms of coexistence through courses and campaigns covering civics and highway education directed at both adults and students. Moreover, through participation in associations which in turn participate in Citizens’ Councils, they can help create a city in which personal responsibility is taken by a population which is active rather than passive.

        Plazandreok proposes the dedication of time and energy to educate the populace in coexistence. The idea is to make the population aware of the city as something personal and worthy of conservation. We will collaborate in the creation of a more harmonious coexistence, helping people to be self sufficient.

        We will work to see that co-education becomes a full part of the activities of local institutions. Both women and men live in the cities, but not in conditions of equality. We will also work within the institutions in order to assure that all documents, internal as well as external, are written according to the norms of co-education.

        We will promote education in non-violence and will work for non-violent conflict resolution by developing communication techniques which improve interpersonal understanding, and also by searching for points in common and consensus in discussions. We consider the introduction in local institutions of this way of acting to be positive.

PROPOSALS

  1. To develop courses in highway and civic education.

  2. To further co-education in our cities and villages.

  3. The development of courses by city and provincial governments in strategies for the non-violent conflict resolution.

  4. Increase the number of kindergartens and/or make this service more flexible in order to accommodate interaction among the responsible professionals, family members and individuals.

 

CULTURE

        By "Culture" we understand the constant and fertile creativity of knowledge, habits, values, customs, styles and ways of resolving the problems which arise in the lives (which are in constant evolution) of men and women; we consider municipalities as source of cultural production.

        The quality of social-cultural life should be one of the most relevant objectives of the activities of local institutions. We should build cities and villages with possibilities for everyone, designing, therefore, spaces for coexistence which are more humane.

        Women should participate in as well as profit from culture. To this end our cultural policies will favor women’s access to culture and foment the creation of culture by women.

        Music, an integral part of the culture of our cities and villages, should no longer be considered elitist. We propose to consolidate the use of music in municipalities by searching for and creating new audiences which, for different reasons, do not presently participate in musical events. We support a plan to disseminate this art, taking it especially to ordinary levels of the population as well as to schools, high schools, universities, senior citizen centers, neighborhood centers, etc.

PROPOSALS

  1. To further greater participation in cultural programs. In this sense, to further the active participation of women in cultural activities.

  2. To use non-sexist language, images and content.

  3. To aid, promote and disseminate culture created by women.

  4. To increase economic aid given to local/neighborhood cultural centers. To increase their activities, taking into account the needs of the areas in which they are located and of the neighbors themselves. To create new cultural centers in neighborhoods and villages where they do not yet exist.

  5. To increase economic aid to libraries and increase the space available for reading. To aid the creation of a documentation center on women. To retrieve women’s history and include in the street directory the names of women who have stood out in cultural and social life.

  6. The programming of quality cultural activities which take into account the tastes and needs of the population. And in this vein, further cultural activities which answer to the interests and preferences of women. To see that information on available cultural activities is widely disseminated in order to encourage participation by a greater number of people.

  7. To de-centralize cultural activities, being sure that they, as well as popular fiestas and cinema, are found in different neighborhoods and villages.

  8. To adjust the times of cultural events to the lives of women; to establish social/community services (day care centers…) so that the entire population can enjoy available cultural activities.

  9. The establishment of cultural associations. Support and aid to existing cultural groups. Encourage the participation of women in associations.

 

BASQUE

        Considering the social-linguistic situation of the Basque language, Plazandreok proposes to use all methods at our disposal to ensure its use within the sphere of municipal activities; and to ensure that the entire population is aware of all information, studies, etc. which make possible the feeling that Basque is a valuable possession which should be conserved, known and used.

        Local administrations must guarantee that no one feels discriminated against in their right to speak in Basque in any government body.

  1. To support Basque language teaching programs set up by municipal and provincial services in both areas of use: as a service and as a work tool.

  2. To encourage activities, programs and proposals, made by diverse groups which at present are at work in each municipal area, in favor of increasing the knowledge and use of Basque in all environments.

  3. A deeper study of different linguistic situations which exist in other places and which could teach us something about how to proceed in this matter.
